i'm terry mcsweeney live in san bruno. controversy surrounding pg&e this morning. it is being criticized for not reducing the pressure of gas lines following last thursday's explosion and fire. the story in a live report. >> and did a south bay school play russian roulette with its fire safety standards. some state lawmakers say, yes, that's what caused such devastating damage here and they're trying to close a loophole. we'll explain up ahead. >> and you're looking live at the fog and drizzle. we talked about it yesterday. it is here today and signals a change in your forecast. have a 50/50 weekend. taking the rain out one day and put it all in another day. i'll tell you when it gets to your neighborhood. >> a live shot of the bay bridge toll plaza. friday is traffic light right now but some very thick fog heading in and out of san

francisco and a new accident. i'll update you on the peninsula on 280. >> it's a friday! we made it! 5:00. thank you for joining us. i'm kristen sze. >> i'm eric thomas. topping our news, the investigation into the san bruno explosion and fire is focusing on the pressure levels inside the natural gas pipe that blew. overpressurized gas lines are a common cause of explosion. terry mcsweeney is live in san bruno with the story. terry, pg&e has been ordered already to reduce pressure in the effected pipe. what happened to that? >> well, they haven't done it yet. i'm about to tell you why. i want to let you know we're directly across the street from the entire block that has been reducedto rubble by the explosion and pg&e has been criticized not reducing the pressure enough in its natural gas line. the public utilities commission has ordered pg&e to reduce pressure by 20%. it has only reduce it had by 10%. the company says it needs more

clarification on that issue. mercury news has uncovered evidence of 15 incidents of what you were talking about, over-pressurezation in pg&e gas lines between 2008 and 2009. pg&e says it has completed safety inspections on about 750 miles of natural gas transmission lines, but that took five years and it's not going to be able to finish the next 250 miles for the next two years. as far as where those pipes are or where any transmission lines are, that is secret. fire departments don't know, first responders don't know. pg&e is not going to release that they say because of security and safety reasons. 5:30, another controversy out here. we talked about rubble out here. the question is what do you do with it? today there's going to be a meeting between property owners and county and state officials. the county officials want the people to sign waivers allowing them to take this out of here. but there's one organization saying you shouldn't take it out

because it's still toxic. that story in half an hour. live in san bruno, terry mcsweeney, abc 7 news. >> terry, thanks a lot. the family of three san bruno residents still listed as missing say they're convinced their loved ones are dead. they collected bone fragments from the homes destroyed in the fire. neighbors say it belongs to the bullock family. the three were believed to have been in the home at the time of the blast. authorities say it could take days to identify the remains. some positive news. one of the people injured in the explosion and fire was released from the hospital yesterday. seven others are still hospitalized. 5:03. the funeral of a mother and daughter killed in the san bruno fire will be held today. a huge crowd turned out to remember them last night at their san francisco church. jenelle wang joins us now with the story. jenelle? >> kristen, another big showing is expected for the funeral of

the two confirmed dead in last week's explosion and fire. their home was located right next to the pipeline blast. last night about a thousand people packed the catholic church for a vigil. they watched a video of the 13-year-old from her confirmation ceremony this past spring. >> sometimes it seems like everything is going wrong. there are times when i plummet and others when i soar. >> she served as student body president and was active in sports. both were active in the community and church and known to have many life-long friends. >> this is very difficult. my heart is the very heavy right now, but with all the support of friends and family, i -- it's making it a little bit easier. >> i want people to know that

they matter. that this should never have happened. that they didn't deserve -- they were just home making dinner, doing homework. >> the school has cancelled classes today so students can attend the funeral mass set for 11 a.m.. donations can be made to saint cecilia school which will turn the money over to the family. the two are survived by husband james and sister gabriela. >> it's 5:05. this morning south bay lawmakers are promising to close a loophole in state law that allows some schools to be built without sprinkler systems. the promise comes in the wake of a raging arson fire this summer that heavily damaged san jose's trace elementary school. theresa garcia is live at trays elementary with the latest. theresa? >> that fire caused $15 million worth of damages destroying 16 classrooms, four offices and a library media center. behind me you can see some lone pillars where one of the

buildings once stood. there are some who say this amount of devastating damage didn't have to happen if the school was fully outfitted with automatic fire detection systems. now, in response to the massive arson fire that destroyed parts of trace elementary in july, state lawmakers are reevaluating fire safety laws at the schools. they gathered at a community meeting in san jose discussing safety issues and a loophole that exempts schools from installing those fire systems only if it's locally funded. the san jose unified school district applied for that exception when it remodelled trace elementary. the figures showed this district got such exceptions for 63 school remodels from 2004 to 2008. the parents of trace students think the district is playing russian roulette by using the loophole and only meeting the minimum code requirements for safety. it's up to lawmakers to close that loophole and many are

saying the district just should not use it and build with the highest safety standards possible. one idea discussed yesterday at the community meeting said maybe all these schools should have fire systems inspected. that's not mandated. >> it's 5:07. the highway patrol is defending its action following a deadly crash in san jose. dozens gathered to remember two men killed when a vehicle they were in smashed into some parked cars. the chp said the driver sped off when the traffic stopped and crashed a few blocks away on east st. james street yesterday morning. the 19-year-old driver who received only minor injuries faces vehicular manslaughter and felony dui charges. >> san francisco police hope installing security cameras and i.d. scanners with using metal detectors at nightclubs might reverse a recent wave of violence. the recommendation after a series of shootings including one outside of a club called

suede in february. another includes hiring offduty police officers to patrol the clubs. patrons might behave better if they know they're videotaped and having their i.d.'s scanned. the entertainment commission still needs to weigh in on the measure. >> driving in visibility dropped and i had to turn on those fog lights. >> getting to the bay bridge, advisory of fog on the bay bridge. >> kind of a moist start if you will. no organized areas of rain but definitely pockets of drizzle this morning as we look at live doppler 7 hd. everything's fairly quiet but through the 8:00 hour expect more drizzle and the fog to move into all our neighborhoods and it's pretty mild because of that. upper 50s to low 60s. now, for noon we're looking at breaks in the cloud cover but not as much sunshine as even yesterday. we'll have mid-60s around san francisco through the bay down into the south bay with low 60s

at the coast and low 70s in the north bay and east bay valleys. we'll go to mostly sunny conditions in the north bay and east bay valleys with mid to upper 70s there. more clouds around the bay. look at oakland. only 66 at 4:00. same at san francisco, 69 at fremont with mid-70s palo alto, san jose. fairly cloudy along the coast and 63 half moon bay. good news. the entire weekend's not full of the chances of rain or rain chances if you will. we're taking them out entirely. i have and i've put them all into sunday. looks like it's still going to be a light rain, nothing to change any plans over. just know you may get wet for an hour or so as it moves through. monday, tuesday and wednesday sunshine and warmer weather. good morning, frances. >> good morning, mike. well, in addition to all that thick fog and drizzle you'll find an accident in san bruno northbound 280 right near 380. this is actually blocking the left lane but there are quite a few lanes there. traffic is still getting by. i'll let you know if it causes any trouble.

>> it's 5:13. good morning. the next san jose police chief should be sensitive to racial profiling. several dozen residents who say they've been the victims of racial profiling gathered yesterday to talk about their treatment at the hands of police. they included a priest saying he was stopped for a minor traffic violation. he wasn't wearing his frock and says he had the strong sense that he was stopped because of his race. >> i think it was because -- i mean, i feel my -- every morning in the mirror and i say look at your face. you look like a gang member and you're latino. >> police chief defended the department's efforts to stop racial profiling. >> and all the policies and procedures we put into place is so it doesn't happen. what i'm reading a lot in in survey is the perception versus the reality. not suggesting it can't happen, but the question is how do we measure that?

>> chief davis leaves his job at the end of next month. people at the meeting say they want his replacement to have a track record of handling racial profiling. >> san francisco is in line to receive another $86 million in federal funds for the formal cleanup of the shipyard. they have plans to turn the site into a residential and retail development. the website reports mayor newsom are optimistic the money will come through obviously after the november election. city officials estimate the federal cleanup effort is about 70% complete. >> 5:15. this is parking day in san francisco. and in cities around the world. that means that artists, activists and citizens will use their artistic talents to temporarily beautify some leader parking spots. past projects have turned them into miniature public parts, free health clinics and art galleries. the event was founded by the san francisco design studio rebar as an effort to reduce traffic and

upper 70s to low 80s the east bay valleys. morgan hill, gilroy mid to upper 70s. mid 60s monterey and carmel. watching the low pressure spin the dividing line between the cooler weather. slow movement because they're running parallel to each other. dry saturday and take another 24 hours for the rain to roll in. here we are this morning. you can see the cloud cover. let's roll through time and a little break from the clouds, sunshine during the afternoon hours. the thicker clouds will roll in tonight. a little drizzle tomorrow morning to start your day but for the most part you can see a mixture of sunshine and clouds and pretty dry saturday. saturday night into sunday morning, especially by 7:00. the light rain moving into the north bay. start to hit the golden gate bridge about 10:00 in the morning and work its way into the south bay by about 2:00 or 3:00. about a tenth of an inch possible, quarter of an inch in the north bay mountains. temperatures drop almost 10 degrees in a lot of areas sunday

with that rain rolling through. once it passes look for seasonal conditions. temperatures near 80 inland next week, near 70 around bay, near 60 at the coast. >> fire crews arrive at the scene of this brush fire on westbound 580. as you make the drive from castro valley to san leandro, 164th avenue. the left lane is blocked. it looks like a small brush fire but some drivers saw flames and it could slow things down. we'll check a live shot. the oakland maze, see how foggy for traffic heading towards the bay bridge. the taillights on the right are westbound 80 heading towards the bay bridge and the headlights you see are heading on eastbound 80. also we'll head to the south bay and show you the 280 and 17 interchange. very clear here. there's an accident on southbound 17 as you make your way through the santa cruz mountains but that one is already on the shoulder. you can always find out if there's anything that might slow you down by going to our website

plaza. a couple accidents to tell you about on the peninsula and 280 maybe due to the fog. it is 5:29, make it 5:30 this friday morning. we made it but brought some fog along with us. i'm eric thomas. >> i'm kristen sze. another stunning development into the investigation into the san bruno explosion and fire. it appears pg&e had big concerns about the state of the san bruno gas pipeline long before the explosion that leveled the neighborhood. terry mcsweeney is live in san bruno. terry, how long? >> well, it was last year that pg&e first found out that there was liquid corroding pipes, four pipes in the bay area including the one that blew last week. that one here in san bruno started a fire that ended up killing four people. the article says the pipes all tied into the control station in milpitas and the substance was not water, it was compressor oil. the company spent millions of dollars to keep the liquid out and apparently what they did

worked. they hadn't seen any liquids in the pipes since november. wherever the corrosion took place only pg&e knows because it will not disclose the location of any of its transmission lines. it says it's doing that for safety and security reasons. fire departments all over the bay area wanna know more. >> we want to take a look today and also we had a very productive meeting with pg&e yesterday to begin discussion of age, location, the maintenance schedule of the gas transmission and distribution lines into san francisco. >> another controversialsy out here this morning that has to do with the debris left behind by the fire. county officials want it all gone by october 15th, the beginning of the rainy season. there's a problem. the material has been tested, it's not contaminated but the air quality management district says it has to be treated as hazardous waste or tested for asbestos. either way that is going to delay the removal of debris from out here and this is coming on

the day the homeowners out here -- i should say property owners -- homes are gone -- meeting with county and state officials and trying to figure out exactly should they sign waivers allowing the county to take the debris and get it out of here. and now there is a snag in that plan. live in san bruno, terry mcsweeney, abc 7 news. >> terry, thank you very much. a mother and daughter killed in the natural gas explosion in san bruno will be remembered in funeral services today. jenelle wang joins us live with that story. jenelle, there was a big turnout for them in a vigil last night. >> yeah, eric. the church was overflowing and expected to be packed again for the funeral mass set for 11:00 this morning at saint cecilia church in san francisco. >> even if we have a busy schedule, we should take time to enjoy and appreciate all of god's gifts. >> a video of the recent confirmation ceremony played during a vigil at saint cecilia. 13-year-old jenessa attended

school there. friends and family were there to remember her and her 44-year-old mother jackie. >> she is part of this class of 2011 and she's a big part of that. we're not going to forget that. we're keeping her picture up -- her desk is here with all her things in it. >> she served as student body president and was active in basketball, volleyball and mexican folk dancing. jackie was a public utilities commission analyst. both were active in their community and church. they're survived by jackie's husband and her other daughter gabriela. the funeral mass set for 11:00 this morning. kristen. >> thank you. a funeral mass will be held tonight for another san bruno victim. 20-year-old jessica morales, a memorial service will be held for her tomorrow night. we don't have information for services for 81-year-old elizabeth torres, the fourth

confirmed san bruno victim. >> it is 5:33 now. contra costa county sheriffs deputies and say there is no connection of a sexual assault of a woman and victims over the summer. she was assaulted last night at the park regency apartments on oak road in unincorporated walnut creek. they arrested two in august. one has been charged with the rape of one woman and attacks on two others. he remains in jail. >> state legislative leaders in both parties set to the resume budget negotiations with governor schwarzenegger at 11:30 this morning. the so-called big five met for three hours yesterday to work on the long overdue spending plan. at the end of the meeting, democratic leaders say there were outstanding issues but were hopeful things could be wrapped up by today. the governor's press secretary did not indicate significant progress. today marks a record 79 days that the state has gone with no

budget. organizers of the bay to breakers race in san francisco are scaling down the event and will crack down on people who don't register and pay for the race. the san francisco examiner reports not only of alcohol and flights being banned from the 100 bay to breakers next may but police and private security will escort people away from the official route if they're not wearing a registered number. that policy was finalized yesterday after a meeting with the mayor's office, police and community groups. also the number of participants will be capped at about 50,000. >> 5:35. a couple folks actually jogging on the embarcadero this morning. >> uh-huh. >> brave souls, right? >> probably jogging in the mist and drizzle, right, mike? >> i heard some runners kind of like that. cools them off a little. i'll take their word for it. gets them going. >> does it? >> voice of experience? >> no. >> what are you up to seven

sun and clouds tomorrow. the rain falls sunday, tenth of an inch around the bay. warmer weather through the early parts of next week. frances here with a new accident. >> yeah. usually 280 problem-free but this morning several accidents reported in the area. a new injury crash came in northbound 280 in the san mateo area, highway 92. injuries have been reported. it is blocking the left lane. there is a separate one reported at edgewood but that could be the same crash. and the earlier accident on northbound 280, 380 has also been cleared. there is a stall though eastbound 380 near 101 blocking a lane. as we go outside we'll show you a live shot of the san mateo bridge. you don't see any fog here but you may encounter pockets of fog on 101 but thicker as you make your way into san francisco. also the earlier grass fire in san leandro and out of castro valley has been cleared westbound 580, all lanes open. looking good for meters in san rafael. >> frances, thanks a lot.

it's 5:40. a state board rejected a claim by the mother of kidnap victim jaycee dugard to pay her for her emotional and psychological injuries as a mother. dugard spent 20 years being held captive before u.c. berkeley police discovered her and led to the arrest of phillip garrido. her mother believes lapses by state officials in monitoring garrido's parole led to the kidnapping in tahoe in 1991. it often rejects claims that raises complex issues. this clears the way to sue the state. the state has already given dugard a $20 million settlement for her and her daughters. >> raccoons on the prowl in alameda county, bites, scratches and aggression in half a does attacks reported. one control officer with 20 years experience says he's never seen it this bad before. and here's a map of where the attacks have been since june. most are there out walking their

vigil last night. the mass begins at 11:00 this morning at saint cecilia church in san francisco. >> legislative leaders from both parties are set to resume budget negotiations with governor schwarzenegger at 11:30 this morning. the so-called big five met for three hours yesterday. democratic leaders say they're hopeful things could be wrapped up by today but the governor's office was not as optimistic. we'll have the latest on these stories coming up for you at 6:00. >> overnight hurricane karl became a powerful category 3 storm. forecasters say it may get stronger as it swirls towards oil installations on the mexican coast. this is a view of the storm provided by nasa from outerspace. the mexican government has issued a hurricane warning for a stretch of the coast. government-owned oil companies in the region say they have no immediate plans to halt production. >> meantime cleanup is underway in new york city after a violent

storm brought 100 mph winds and torrential rain. scientists are checking to see if it was a tornado. and in central ohio, officers are going door to door searching for victims of a tornado that touched down there before moving east. emily schmidt has the latest. >> as rush hour hit new york city thursday afternoon so did a fierce, fast-moving storm. >> i thought it was the end of the world. >> tornado warnings went out around 5:30. at least 30,000 people lost power as lightning filled the sky. >> the doors in my house flew open. the air conditioning crashed in, the windows crashed in. >> terrifying for people at home, trouble for commuters trying to get home. new york's busy penn station closed because it was so facted with people after winds knocked down trees and power lines on train tracks. drivers didn't fair much better. >> i was just driving down the street. it was like -- it was just like a giant human carwash. everything started spinning and

i saw like small branches flying all over. >> one woman died when pay tree landed on her car. others wondered how they survived. >> didn't know what hit me at first. glass was shattered everywhere. i was just thinking am i alive? >> the same storm system moved through ohio hours earlier changing the landscape in a matter of seconds damaging 18 homes in one county alone. >> a red barn and there was a house right in front of it next to the road and it's not there any longer. >> it's one of those things while it may be an act of god, it doesn't make it any easier for us. >> the national weather service says new york had eight confirmed tornados since 1960. meteorologists will consider if the city has now survived tornado number 9. abc news. >> here at home a different picture. it is wet out there though. >> yeah. >> drizzle. >> there's a little drizzle out there right now. slick spots possible on the

streets. and definitely some fog to go with it so reduced visibility. kind of a tough go this morning. let's take a look from our roof cam. you can't see the bay bridge as we look from the southeast over to oakland. that gives you an idea how thick and low-hanging the clouds are this morning. talk temperatures. step outside. it is warmer this morning. upper 50s santa rosa, napa, san francisco, half moon bay. low to mid-60s everywhere else. let's check out the monterey bay where we have cloudy conditions also. temperatures mid to upper 50s. gilroy the warm spot at 65. all right. for today we'll see more clouds and the cooling trend begins for just about all of us. sunshine and clouds. we'll have a mixture of that tomorrow but also means it's going to be dry. light rain will roll into sunday's forecast. once is passes drier and warmer weather for next week. check out the temperatures in the east bay valleys. this is where it will be warmest. upper 70s to low 80s. more clouds along the east bay shore with temperatures holding in the upper 60s richmond, berkeley from oakland south with

low to mid-70s. down in the south bay, mainly sunshine with mid to upper 70s, campbell, san jose, 78. more clouds on the peninsula today, low to mid-70s. palo alto a little warmer at 77 degrees. low to mid-60s along the coast, mainly gray for you. same thing for downtown and south san francisco, sky condition, mid to upper 60s under mostly cloudy conditions. sausalito at 66 but mid to upper 70s through the north bay valleys with the mostly sunny sky. beaches pretty cloudy and low 60s. monterey and carmel, mid to upper 60s. watsonville, salinas, a little sunshine there. took two of three from the dodgers, now the brewers in town. 7:15 first pitch. of course, one of those foggy, kind of misty games with temperatures 67 dropping to 62 by the end. drizzle possible tonight. mild with mostly cloudy conditions, upper 50s to near 60 degrees. let's start tomorrow, here we are at 5:00 with the cloud cover

and the drizzle. as we look into the afternoon hours, you can see that mixture of sunshine and clouds and dry conditions as the rain stays to our north. moves into the north by the overnight and by 7:00 sunday morning light rain falling through most of the north bay. gets into the bay around the golden gate bridge at 10:00 and slides into the south bay right after the lunch hour. it tapers rather quickly. so we're talking about maybe a quarter inch of rain in the north bay mountains. maybe a tenth around the golden gate bridge and a couple hundreds in the south bay and east bay valley. cools our temperatures about 5 to 10 degrees by sunday. once it passes increasing sunshine as we head towards fall on wednesday. temperatures near 80 inland, low 70s around the bay, near 60 at the coast. have a great weekend. here's frances. >> a lot of that thick fog heading into san francisco especially across the golden gate bridge with this live shot for you right now. traffic is friday light but there have been a few accidents on the peninsula that have been cleared. also look out for really thick

they say the state could exceed the record of 4,949 cases reported in 1955. whooping cough is a highly contagious illness that peaks about every five years. the symptoms appear similar to the common cold but with a persistent cough that lasts for weeks. >> marin county is taking a step toward banning plastic bags at retail outlets. supervisors are considering an ordinance that will ban plastic bags and charge 10 cents for each paper bag a customer uses with that money paying for bags and recycling. the ordinance would only affect unincorporated areas but cities in the county could adopt the same aplan. a similar state bill was rejected a few weeks ago after intense lobbying by the plastics industry. >> a recent college graduate in canada has come up with a new kind of dating website. just for people who consider themselves unattractive. the site is called uglyschmucks.com. i didn't make that up, he did. acoordinating to the developer,
